President Bush's legacy is sure to be defined by his wielding of U.S. military power in Afghanistan and Iraq, but there is another, much softer and less-noticed effort by his administration in foreign affairs: a dramatic increase in U.S. aid to Africa.

    ok yeah lets see here, $16.5billion for Africa over bush's 6 years. That equals about 3 weeks worth of "The war on terror". or about 1 week of our average military budget at home and abroad.

    This would be like if i gave a homeless person 3 pennies and some pocket lint by comparison.

    I am pleased to see that the Bush admin has been increasing aid to Africa. But, as the article notes, it is not totally 'unconditional' aid, and the white house apparently thinks that there will be return on that 'investment' - for example, OIL (what a surprise ... not).

    While I might applaud the bushies for actually doing something to help someone that is not republican I would like to see some corroboration of this story.There have been more than a few propaganda pieces put out as news in recent years.

        Excuse me but what does a pipeline in Afghan got to do w/ Africa? So what if there are conditions nothing is free. I am Not surprized that people are trying to make this out as some kind of dark side plan

          This can only highlight the shameful neglect of Africa by the Democrats led by Clinton. Not only were they miserly with aid (less than 1/3 current level) they also stood by and allowed the genocide in Rwanda to occur.

          What do people want out of Bush? Everyone blasts him for Iraq and when he finally tries to do something good with the US budget people are ******ed and choose to blast him when he helps people who really need it. Not only that, but he did it QUIETLY. this was not some last minute effort on his part to save his presidency.

          Now, I am not a fan of the President so I am probably going to get hit from both sides in this discussion.

          The article did not seem to be a propaganda message that said how great the President was; in fact, it seemed quite balanced pointing out that there could be some motives in addition to the humanitarian aspects of increased aid.

          I suppose that we should just cut the aid back since it is not enough. (sarcasm)

          Whoever jetsfan18 is should be the one euthanized. While i don't agree with illegal immigration i would never suggest killing people as an answer. It's people like you that are a disgrace to those of us that live in the real, compassionate world.

          I'm kind of apalled that we're about to enter a new year with people like you in the world. In case you haven't noticed we are living in a global community now. Our economy depends on what is going on around the world. Not only that, but you don't understand the sort of solutions that you offer. Do you even have a clue how much money it would cost to send all of the immigrants back to their own countries? Trillions of dollars. And I don't mean two or three trillion. We're talking 10 or 20 trillion dollars just to have enough man power and resources to round them up and send them home. If you are going to make outlandish claims at least don't be ignorant and think them through.

            Does God send down unlimited funds to the U.S. government? Nope, they get it from saps like me. Then I have to hear from happy folks, who pay little or no tax, that South Africa, New Aw'luns, Zimbabwe and every other damn place isn't gettin' enough of my money. It's real easy to give away someone else's money.

              Everything is suspect and this aid certainly is .....but at least its a step in the right direction. By the way for whoever the sick puppy was that mentioned the spread of aids as a reason why not to send aid to Africa AIDS was spread from animals to humans in a variety of ways. The process is called zooinosis although Im obviously not sure of the spelling it is how all "new" diseases spread.

              I bet some of it had to with starving people eating the primates that originally carried it. Just a thought.

                Well, I'm surprised this story has gotten out. Usually the nazi liberal media suppresses this, in their communist aspirations, and to continue the hate mongering. Well, I hope it's enough to help Africa. The way things are going it won't surprise me when Africa becomes a continent of lions, tigers, zebras and all other life indigenous to that continent and devoid of all humans.

                  I still don't get what you cannot understand about a global community. Just look at India, it is becoming a technological giant at an exponential rate. If we don't become more active in the global community then we are quickly going to be overshadowed by Japan, India, and China. Ignoring things at home will be the least of our worries.
