The distinction between tactical nuclear weapons and the conventional battlefield arsenal has been blurred. America's new nuclear doctrine is based on "a mix of strike capabilities". The latter, which specifically applies to the Pentagon's planned aerial bombing of Iran, envisages the use of nukes in combination with conventional weapons

Of course it is. No sane person contemplates the use of nuclear weapons and it has been clear, for quite some time, that neither Bush, nor those that advise him, are wrapped real tight! These clowns have no concept of the horrors of war and continue to see it as some romanticized version of a hollywood battle epic where the good guys always win - primarilly because it isn't either their ass or the ass of any of their loved ones on the line!

Maybe we should just surrender. So what if the enemy destroys a few thousand more Americans. As long as they do it without hurting the environment.

The way you frame your response presupposes that Iran is the enemy du jour and that the only options available are surrender or fight. Framed thus the answer becomes inevitable.

At present Iran is not the enemy, not does a state of war exist between the US and Iran. The choice isn't between surrender and the use of tactical nuclear weapons. There is a full spectrum of options available starting with diplomacy.

I think that you are missing the point of the article. It's not so much the environmental disaster that tactical nuclear weapons pose, it's the indiscriminate killing of tens of thousands, most of whom are innocent of anything other than geographic proximity.
