Senior Democrats have reached agreement with the National Rifle Association on what could be the first federal gun-control legislation since 1994, a measure to significantly strengthen the national system that checks the backgrounds of gun buyers.

    The sensitive talks began in April, days after a mentally ill gunman killed 32 students and teachers at Virginia Tech University. The shooter, Seung Hui Cho, had been judicially ordered to submit to a psychiatric evaluation, which should have disqualified him from buying handguns. But the state of Virginia never forwarded that information to the federal National Instant Check System (NICS), and the massacre exposed a loophole in the 13-year-old background-check program.

      participating states??? If this law doesn't make each state participate (comply) with this law what good is it? Isn't that the very problem, what happened in Virginia that brought this law about? So if states participate on a voluntary basis how will this law change anything? And how can the Federal Government penalize any state when the state officials could just say they had decided not to participate?

      I must be missing something here, I can't figure out how this law would change anything if the states can opt out if they want too. At least that is what "participating states" says to me.

      There are no good Gun Control bills. I tried to tell people Democrats would try to legislate gun control as soon as they were sworn in. Check who supports this bill. The NRA might have agreed, but they don't speak for me. I will vote my Constitutional conscience.

        Working hard as hell to run background checks on legal ordinary citizens, hell-fire crooks dont buy guns in stores,. How dumb can you get.gang-members dont join the NRA, or vote for the democrats.,gang bangers will get guns when , all the rest of US that abide by the law cant get one.So Wake UP, get your head out of your ass America.
