My primary concern is that just past the main deck of any Prison Ship is the perfect Human Body Disposal Service.
The Sea.
From a ship, we'll be able to make them truly disappear without a trace. No CIA Rendition planes flying into countries whose relations with the U.S. can be volatile at times, thus making CIA Rendition Flights partly risky should relations with the host rendition country cool.
I'd heard that years ago, in South America, some dictators rid themselves of an enemy by having them arrested then tossing them out of a plane flying at a high altitude. From a ship, just a couple of shots in the head and tossing him/her overboard will be just as effective.
Who needs Guantanimo when you have a prison ship?

I guess time will tell whether or not this is true. Interesting that the US Military's response was that "There are no NAVY ships operating as floating prisons." Not that there are no SHIPS operating as floating prisons.

We always have to be careful with a story like this. Those pesky Repubs sometimes put some fake stuff out themselves.
They want someoene to run a flag up and get caught speeding.
On the lighter side..it goes something like this "Att. General Mukasey would respond "well, I guess the laws don't apply if they are on a ship .. it's kind of like riverboats that allow gambling".. he'd continue "I don't know if it's legal I haven't been asked to hear the case yet."
