The idea is to tap donors for more than the $2,300 limit set by campaign finance laws. Under legislation pushed by McCain in his role as a senator from Arizona, an individual can donate a maximum of $2,300 to a presidential primary campaign and the same amount to the general election campaign.
Campaign manager Rick Davis released the details of the 'McCain Victory 08' fund on Friday. He said the entity is a joint committee, combining the McCain campaign, the Republican National Committee and four key states under a 'hybrid legal structure.' The new structure allows up to $70,000 in individual contributions by channeling the money into different McCain-centric funds."

Charlie Black told reporters, according to the Wall Street Journal, that he complied with the new campaign ethics rules 'before there even was a rule' even though his lobbying firm offers corporate interests and foreign governments the promise of access to the most powerful lawmakers. Some of those companies have interests in the Commerce Committee, of which McCain is a member.
When asked if he agreed with Black's assessment, McCain refused to directly answer the question.

Thomas Loeffler, a Texan who is among the McCain campaign's most important advisers and fundraisers, last month told a reporter 'at no time have I discussed my clients with John McCain.' But lobbying disclosure records reviewed by NEWSWEEK show that on May 17, 2006, Loeffler listed meeting McCain along with the Saudi ambassador to 'discuss US-Kingdom of Saudi Arabia relations. Loeffler only resigned after media reports discovered 'lobbying entanglements.' It's at least the fifth lobbying-related departure from the campaign in a week."

As far as issuing tickets to supporters .. guess what .. ALL politicians do that. Obama's audience of dead veterans during his Memorial Day speech in which he lied about his great uncle liberating Poland and Auschwitz was packed full of invited "guests."
Also, it the story does not say the townhall meeting excluded Democrats and others. Only that they sent tickets to supporters, Bloomberg and independents. A common practice throughout politics.
