Peace in Lebanon will only become possible if the Lebanese people will decide to have it. As long as various groups of militants (be it PPLO, Hezbollah, Black September, Abu Nidal organization, Al Qaeda or anyone else) are allowed to attack Israel and Israelis from the Lebanese territory there will be no peace for the Lebanese people.
It's that simple.
